Freedom jazz funkmaster from northwest Philly who played the bagpipes. Harley apparently got the idea from watching Kennedy's funeral on tv, and although bagpipes can't really be tuned (and Harley therefore sounds deleriously & abominably flat on every single song he ever recorded), he never let it stop him. Rufus often played for schoolchildren in his hometown, wearing a kilt, and did the talkshow circut throughout the 70s. Here's his attempt to grapple with Coltrane, Sufism, and civil rights folk songs.
