Japan's Meiji era began in the 1860s around the country's first (forced) trade deals with the outside world. It went on to expand Japan's borders until the population had doubled by the 1930s. So a programmatic survey of music made sense, and these 78s were meant to be given to schools as sociological examples. The project took about ten years, & ended with these koto & shamisen/kabuki theater pieces. Most were written in the mid 1800s, while the ukiyo culture of ultra-refined ladylike entertainment (& corresponding brothels) was still afloat.
